Cecily Palmer is the second daughter of Barnaby Palmer and Lady Francesca Palmer, and the sister of Jemima Palmer.
She was educated at a seminary, where she met Katherine Winter and Augusta Winter. She is a bit immature and lazy, and talks a mile a minute.
