Cecily Palmer is the second daughter of Barnaby Palmer and Lady Francesca Palmer, and the sister of Jemima Palmer.
She was educated at a seminary, where she met Katherine Winter and Augusta Winter. She is a bit immature and lazy, and talks a mile a minute. She expects to debut in 1812, and her family lives in the very real fear that she will accept the first man who asks for her hand, regardless of his situation. For her part, Cecily (called Cee by her sister and friends) knows that she is not as lovely or clever as Jemima, rather wishes everyone would stop making it so very clear, and does not think anyone should be surprised that she would wish to be the first lady in her own home at the earliest opportunity.
This character is an NPC, so the playby is only tentative and may be used for a played character.
